Ana

Not only has the policy failed to deliver results, but it has also exacerbated the very inequalities it was meant to address. The weight of evidence is, to say the least, not exactly flattering.

Ben

I take your point about the outcomes. Granted, the results are disappointing. Nevertheless, I would maintain that the rationale for the intervention was sound — it was the implementation that failed.

Ana

That's a false dichotomy — the design and the implementation are not so easily separated. Had the framework been more robust, the execution would have followed.

Ben

A nuanced position, I'll admit. It would appear that this is one of those catch-22 situations — you need political will to fund it, but mounting evidence of failure erodes that very will.
